In March 2025, the Ministry of Manpower (MOM) announced the following foreign workforce changes.
S Pass
- Qualifying salary: Minimum raised to S$3,300 (from S$3,150), rising with age to S$4,800. Financial services: S$3,800 (from S$3,650), rising with age to S$5,650.
- Applies to new applications from 1 September 2025 and renewals from 1 September 2026.
- Levy: Standardised at S$650 per month for all S Pass holders from 1 September 2025.
Work Permit
- From 1 July 2025: Maximum employment period removed. Application age limit raised to 61, and holders may work until 63.
- Non-Traditional Sources (NTS): Bhutan, Cambodia and Laos added from 1 June 2025.
- NTS Occupation List: Cooks, heavy vehicle drivers and manufacturing operators added from 1 September 2025.
Manpower for Strategic Economic Priorities (M-SEP)
- Support period for additional quota extended from two to three years from 1 May 2025.
